Leash Your Dog Please

What’s the deal with people not having their dog on a leash? I understand if you have one of those underground electric fence systems. That is perfectly fine, as long as it works for your pooch. But since when is it acceptable for your dog to come running up to me and my dog or to my wife who is pushing our baby in the stroller? You’ll say something like, “It’s OK, my dog doesn’t bite.” To be honest, I don’t care if you think that your dog doesn’t bite. Maybe I don’t want your dog running up to me and being a pest. Maybe my dog isn’t going to respond well to some strange dog running up to us.
